It is possible to create a shortcut in Windows that will allow you to start a specific component like Live TV within Windows Media Center directly. This is easily done by creating a new shortcut in Windows (right click on desktop -> New -> Shortcut) and entering the following command:

Start Live TV

%windir%\ehome\ehshell.exe "/mcesuperbar://tv?live=true

For a full list of options, see the article at http://www.missingremote.com/guide/unlock-hidden-startup-switches-windows7-and-make-mce-start-your-way

If you want Windows Media Center to start automatically once Windows boots or resumes, I can recommend the MCE Standby tool.
