For some reason, Microsoft has decided to remove the Always On Top option in Windows Media Center running on Windows 8.

Microsoft has stated that this is by design and needed to be done. Luckily we can still enable Always On Top through the registry:

[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Media Center\Settings\MCE.PerUserSettings]

Or download the registry adjustment through this REG file.

Make sure Windows Media Center is not open while you make this change. After making the change, start Windows Media Center and you should notice it now runs on top of all other windows.
